Gadkari asks PM publish list of black money account holders

Attacking the Congress-led UPA government on the issues of corruption and black money, the
BJP today demanded that the Prime Minister make public the
list of names of those who have black money stashed in foreign
banks.
"We had requested the Prime Minister to publish the
list of those who had black money in foreign banks, but he
said: no. Why has he declined to publish the list? Is it
because the list contains names of some Congress leaders?"
Gadkari questioned at a BJP rally here.
He said while countries like Fiji and the Philippines
have brought back black money to their countries, the Centre
had not made any effort to do so.
"Whose money is it? If anyone has a right to the
money, it is the poor people of our country. I can assure you
that if BJP comes to power at the Centre, it will build roads,
develop agriculture and bring about all-round development with
the money," Gadkari said.
Claiming that the UPA government had lost credibility,
leadership and support, Gadkari said, "the Prime Minister has
failed to contain corruption. Nobody listens to him, not even
his ministers."
Referring to the CWG and 2G spectrum scams, Gadkari
said, "not only (erstwhile telecom minister) Raja, (Union
Minister) P Chidambaram and the Congress also cooperated in
the 2G scam. If Raja can be jailed, why not Chidambaram?"
While prices of kerosene, LPG and other essential
commodities were low during the NDA rule the GDP had now come
down to 7 per cent and the Rupee devalued, he observed.
Turning to key UPA ally Trinamool Congress, Gadkari
said party chief Mamata Banerjee had kept quiet on the issue
of corruption and price rise.
"If she is really serious in her opposition to these
issues, why is she not showing the courage of not supporting
the UPA?" Gadkari said.

Boys with regressive autism have bigger brains: Study

Boys suffering from a certain type
of autism have bigger brains than their peers without the
developmental disorder, a new study has found.
In the largest of its kind study, researchers from the
University of California found that children with regressive
autism -- which impinges speech and social skills -- had six
per cent greater brain volume than those of their non-autistic
counterparts.
The finding, they said, adds to a growing body of
evidence suggesting the incurable condition could be linked to
neurological growth and development, the Daily Mail reported.
Autism, which affects one in every 100 people, inhibits
the ability to communicate, recognise emotions and socialise,
and can take a mild or severe form.
For the study, published in the journal Proceedings of
the National Academy of Sciences Early Edition, the research
team used magnetic resonance imaging (MRI) scans to assess the
brains of 180 children, aged two to four.
Of those children, 61 had regressive autism, a form of
autism which becomes apparent when a child is aged 18 to 24
months, and affects language and social skills. And of the
remaining children, 53 had early onset autism and 66 did not
have autism at all.
Results showed that boys with regressive autism had six
per cent more brain volume than their peers who didn't have
autism, while the brains of boys with early onset autism were
similar in size to the brains of non-autistic children.
"The finding that boys with regressive autism show a
different form of neuropathology than boys with early onset
autism is novel," said Christine Wu Nordahl who led the study.
"Obtaining MRI scans in 3-year-old children without the
use of sedation may seem quite challenging. But, by working
closely with the parents, we actually were successful more
than 85 percent of the time," Nordahl said.
According to the researchers, accelerated head growth and
brain enlargement was consistently observed in the group of
children diagnosed with regressive autism.
However, all of the autistic girls in the study, even
those with regressive autism, showed no difference in brain
size than their non-autistic peers, suggesting that this
phenomenon could be gender-specific, they said.
"Moreover, when we evaluated girls with autism separately
from boys, we found that no girls -- regardless of whether
they had early onset or regressive autism --had abnormal brain
growth," Nordahl added.
The findings are now prompting scientists to investigate
how brain pathology varies within different subgroups of
autism. This will hopefully enable more effective treatments
to be developed, the researchers said.

No 51% FDI retail in WB: Mamata

implementation of 51 per cent Foreign Direct Investment in
retail sector in the state.
"We will not allow 51 per cent FDI in retail in West
Bengal. It will affect the livelihood of about five crore
people," the Trinamool Congress chief told reporters here.
The Union Cabinet on November 24 approved 51 per cent FDI
in multi-brand retail paving the way for global giants like
WalMart to open mega stores in cities with population of over
one million.

ਨਿਰਦੇਸ਼ਕ ਕੇਨ ਘੋਸ਼ ਨੇ ਕਿਹਾ ਕਿ ਪਹਿਲਾਂ ਨਾਲੋ ਕਮਾਈ ਦੇ ਮੌਕੇ ਵਧੇ ਹਨ, ਜਿਸਦਾ ਨਤੀਜਾ ਇਹ ਹੈ ਕਿ ਬੀਤੇ ਦੋ ਸਾਲਾਂ ਚ ਅੱਠ ਫਿਲਮਾਂ ਨੇ 100 ਕਰੋੜ ਤੋਂ ਵੱਧ ਦਾ ਕਾਰੋਬਾਰ ਕੀਤਾ ਹੈ। ਪ੍ਰਸਿੱਧ ਹੀਰੋਇਨ ਰਿਤੂਪਰਨਾ ਸੈਨਗੁਪਤਾ ਨੇ ਇਸ ਮੌਕੇ ਕਿਹਾ ਕਿ ਵਿਦੇਸ਼ਾਂ ਚ ਭਾਰਤੀ ਫਿਲਮਾਂ ਦੀ ਮੰਗ ਚ ਵਾਧਾ ਹੋਇਆ ਹੈ। ਕਲਕਤਾ ਚੈਬਰ ਆਫ ਕਾਮਰਸ ਦੀ ਪ੍ਰਧਾਨ ਅਲਕਾ ਬਾਂਗੜ ਨੇ ਸਵਾਗਤੀ ਭਾਸ਼ਨ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਹਰ ਸਾਲ 52 ਭਾਸ਼ਾਂ ਚ ਭਾਰਤ ਚ ਇਕ ਹਜਾਰ ਫਿਲਮਾਂ ਦਾ ਨਿਰਮਾਣ ਹੁੰਦਾ ਹੈ ਅਤੇ 32 ਕਾਰਪੋਰੇਟ ਹਾਊਸ ਸਮੇਤ 400 ਸੰਸਥਾਵਾਂ ਵਲੋਂ ਫਿਲਮਾਂ ਬਣਾਈਆਂ ਜਾ ਰਹੀਆਂ ਹਨ। ਸਾਲਾਨਾ 40 ਲੱਖ ਟਿਕਟਾਂ ਦੀ ਵਿਕਰੀ ਹੁੰਦੀ ਹੈ ਅਤੇ 60 ਲੱਖ ਲੋਕਾਂ ਨੂੰ ਇਥੇ ਰੋਜਗਾਰ ਮਿਲਦਾ ਹੈ। ਫਿਲਮ ਨਗਰੀਦਾ ਸਾਲਾਨਾ ਕਾਰੋਬਾਰ ਹੁਣ 12 ਹਜਾਰ ਕਰੋੜ ਤੋਂ ਵੱਧ ਹੋ

ਖ਼ਾਲਸਾ ਪੰਥ ਦੀ ਨਿਰਾਲੀ ਅਤੇ ਵਿਲੱਖਣ ਗਾਥਾ ਨੂੰ, ਆਵਾਜ਼, ਰੌਸ਼ਨੀ, ਕਲਾ ਤੇ ਸਪੇਸ ਦੀ ਮਲਟੀਮੀਡੀਆ ਤੇ ਅਤਿ-ਆਧੁਨਿਕ ਇਲੈਕਟ੍ਰਾਨਿਕ ਤਕਨਾਲੋਜੀ ਜ਼ਰੀਏ ਸੁਚੱਜਾ ਤੇ ਸਾਰਥਕ ਸੁਮੇਲ ਪੈਦਾ ਕਰਕੇ ਮੁੜ ਸਜੀਵ ਤੇ ਸੁਰਜੀਤ ਕਰੇਗਾ 'ਵਿਰਾਸਤ-ਏ-ਖ਼ਾਲਸਾ ਕੇਂਦਰ'। ਸ੍ਰੀ ਅਨੰਦਪੁਰ ਸਾਹਿਬ ਦੀ ਜ਼ਰਖੇਜ਼ ਧਰਤੀ 'ਤੇ ਸ਼ਿਵਾਲਿਕ ਦੀਆਂ ਪਹਾੜੀਆਂ ਦੀ ਗੋਦ ਵਿਚ 100 ਏਕੜ ਜ਼ਮੀਨ ਵਿਚ 300 ਕਰੋੜ ਰੁਪਏ ਤੋਂ ਵੱਧ ਰਕਮ ਨਾਲ ਉਸਾਰਿਆ ਜਾਣ ਵਾਲਾ 'ਵਿਰਾਸਤ-ਏ-ਖ਼ਾਲਸਾ ਕੇਂਦਰ' ਸਿੱਖ ਕੌਮ ਦੇ ਧਰਮ, ਵਿਰਸੇ ਤੇ ਸੱਭਿਆਚਾਰ ਦੇ 500 ਸਾਲਾਂ ਦੇ ਇਤਿਹਾਸ ਨੂੰ ਦੁਰਲੱਭ ਇਤਿਹਾਸਕ ਕਲਾ-ਕ੍ਰਿਤਾਂ ਤੇ ਪਵਿੱਤਰ ਨਿਸ਼ਾਨੀਆਂ ਦੀ ਮਦਦ ਨਾਲ ਰੂਪਮਾਨ ਕੀਤਾ ਗਿਆ ਹੈ, ਜਿਸ ਨਾਲ ਦੇਖਣ ਵਾਲਾ ਘਟਨਾਵਾਂ ਤੇ ਦ੍ਰਿਸ਼ਾਂ ਨੂੰ ਹੰਢਾਉਂਦਾ ਮਹਿਸੂਸ ਕਰੇਗਾ। ਖ਼ਾਲਸਾ ਪੰਥ ਦੀ ਜਨਮ ਸਥਲੀ ਤਖ਼ਤ ਸ੍ਰੀ ਕੇਸਗੜ• ਸਾਹਿਬ ਤੋਂ ਦੱਖਣ-ਪੂਰਬੀ ਬਾਹੀ ਵੱਲ ਇਤਿਹਾਸਕ ਕਿਲ•ਾ ਅਨੰਦਗੜ• ਸਾਹਿਬ ਦੀ ਪੂਰਬੀ ਵੱਖੀ ਵਿਚ ਸ਼ਿਵਾਲਿਕ ਦੀਆਂ ਪਹਾੜੀਆਂ ਦੀ ਮਨਮੋਹਕ ਗੋਦ ਵਿਚ ਬਣਿਆ 'ਵਿਰਾਸਤ-ਏ-ਖ਼ਾਲਸਾ ਕੇਂਦਰ' 100 ਏਕੜ ਵਿਚ ਫ਼ੈਲਿਆ ਹੋਇਆ ਹੈ। ਇਸ ਦੀ ਸਮੁੱਚੀ ਇਮਾਰਤ ਨੂੰ ਦੇਖਣ ਤੋਂ ਇੰਝ ਜਾਪਦਾ ਹੈ ਕਿ ਜਿਵੇਂ ਕੋਈ ਵਿਅਕਤੀ ਗੋਡਿਆਂ ਭਾਰ ਬੈਠ ਕੇ ਦੋਵੇਂ ਹੱਥ ਅੱਡੀ ਰੱਬ ਕੋਲੋਂ ਕੁਝ ਮੰਗ ਰਿਹਾ ਹੋਵੇ। ਕਿਲ•ਾ ਅਨੰਦਗੜ• ਸਾਹਿਬ ਦੇ ਨਾਲ ਪਹਾੜੀਆਂ, ਖੱਡਾਂ ਅਤੇ ਚੋਆਂ ਨੂੰ ਬਣਾਵਟ ਨਾਲ ਤਿਆਰ ਕਰਕੇ ਝੀਲ ਵਿਚ ਬਦਲ ਦਿੱਤਾ ਗਿਆ ਹੈ ਤੇ ਪੰਜ ਹੋਰ ਛੋਟੀਆਂ ਝੀਲਾਂ ਬਣਾਈਆਂ ਗਈਆਂ ਹਨ, ਜਿਨ•ਾਂ ਵਿਚੋਂ ਪਾਣੀ ਇਕ-ਦੂਜੀ ਵਿਚ ਲਗਾਤਾਰ ਵਹਿੰਦਾ ਰਹੇਗਾ। ਇਸ ਤੋਂ ਇਲਾਵਾ 6500 ਵਰਗ ਮੀਟਰ ਵਿਚ ਫ਼ੈਲਿਆ ਅਜਾਇਬਘਰ ਇਸ 'ਵਿਰਾਸਤ-ਏ-ਖ਼ਾਲਸਾ ਕੇਂਦਰ' ਦਾ ਮੁੱਖ ਹਿੱਸਾ ਹੈ। ਕਿਲ•ਾ ਅਨੰਦਗੜ• ਸਾਹਿਬ ਦੇ ਨਾਲ ਲੱਗਦੀ ਸੜਕ ਤੋਂ ਰੈਂਪ ਵਾਂਗ ਢਲਦੇ ਰਸਤੇ ਰਾਹੀਂ ਵਿਰਾਸਤੀ ਇਮਾਰਤ ਵਿਚ 321 ਮੀਟਰ ਦੀ ਉਚਾਈ 'ਤੇ 327 ਮੀਟਰ ਦੀ ਉਚਾਈ ਤੱਕ ਜਾਣ ਦਾ ਪ੍ਰਬੰਧ ਕੀਤਾ ਗਿਆ ਹੈ, ਜਿਥੇ ਵਿਰਾਸਤ ਦਾ ਅਦਭੁੱਤ ਦ੍ਰਿਸ਼ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ ਹੈ। ਦੇਖਣ ਵਾਲਾ ਵਿਅਕਤੀ 500 ਸਾਲ ਪਹਿਲਾਂ ਵਾਲੀ ਭੂਗੋਲਿਕ, ਭਾਵਨਾਤਮਿਕ ਅਤੇ ਮਾਨਸਿਕ ਸਥਿਤੀ ਵਿਚ ਮਹਿਸੂਸ ਕਰਦਾ ਹੈ, ਜਿਥੇ ਉਸ ਨੂੰ ਇਸ ਬਾਰੇ ਹੋਰ ਜਾਨਣ ਦੀ ਤੀਬਰਤਾ ਪੈਦਾ ਹੁੰਦੀ ਹੈ। ਕਮਲ ਦੇ ਫ਼ੁੱਲ ਦੇ ਆਕਾਰ ਦੀਆਂ ਪੰਜ ਪੱਤੀਆਂ ਵਰਗਾ ਨੁਮਾਇਸ਼ ਭਵਨ ਹੈ, ਜਿਹੜਾ ਨਾਲ ਲੱਗਦੀ ਇਮਾਰਤ ਨਾਲੋਂ 31 ਮੀਟਰ ਉੱਚਾ ਹੈ। ਇਸ ਫ਼ੁਲਨੁਮਾ ਇਮਾਰਤ ਨੂੰ 'ਪੰਜ ਪਿਆਰਿਆਂ' ਦੇ ਨਾਂਅ ਸਮਰਪਿਤ ਕੀਤਾ ਗਿਆ ਹੈ। ਇਮਾਰਤ ਦੇ ਕੁੱਲ ਗਿਆਰਾਂ ਹਿੱਸੇ ਦਸ ਗੁਰੂ ਸਾਹਿਬਾਨ ਅਤੇ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜੀ ਦੀ ਤਵਾਰੀਖ ਨੂੰ ਬਿਆਨਦੇ ਪ੍ਰਤੀਤ ਹੁੰਦੇ ਹਨ। 'ਨਾਨਕ ਨਾਮ ਚੜ•ਦੀ ਕਲਾ, ਤੇਰੇ ਭਾਣੇ ਸਰਬੱਤ ਦਾ ਭਲਾ' ਦੇ ਸੰਦੇਸ਼ ਨਾਲ ਇਸ ਵਿਰਾਸਤ ਕੇਂਦਰ ਦਾ ਅੰਤਿਮ ਪੜਾਅ ਖ਼ਤਮ ਹੁੰਦਾ ਹੈ। 'ਵਿਰਾਸਤ-ਏ-ਖ਼ਾਲਸਾ ਕੇਂਦਰ' ਨੂੰ ਦੋ ਭਾਗਾਂ ਵਿਚ ਵੰਡਿਆ ਹੋਇਆ ਹੈ, ਜਿਸ ਵਿਚੋਂ ਪਹਿਲਾ ਭਾਗ ਸ੍ਰੀ ਗੁਰੂ ਨਾਨਕ ਦੇਵ ਜੀ ਤੋਂ ਲੈ ਕੇ ਸ੍ਰੀ ਗੁਰੂ ਗੋਬਿੰਦ ਸਿੰਘ ਜੀ ਵੱਲੋਂ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜੀ ਨੂੰ ਗੁਰਗੱਦੀ ਸੌਂਪਣ ਤੋਂ ਬਾਅਦ ਜੋਤੀ-ਜੋਤਿ ਸਮਾਉਣ ਤੱਕ ਦੇ ਇਤਿਹਾਸ ਨੂੰ ਰੂਪਮਾਨ ਕਰਦਾ ਹੈ। ਦੂਜਾ ਭਾਗ ਬਾਬਾ ਬੰਦਾ ਸਿੰਘ ਬਹਾਦਰ ਤੋਂ ਲੈ ਕੇ ਅਠਾਰਵੀਂ ਸਦੀ ਦੇ ਖ਼ਾਲਸਾ ਪੰਥ ਦੇ ਖੂਨੀ ਪੰਧ ਨੂੰ ਦਰਸਾਉਂਦਾ ਹੋਇਆ 1947 ਦੀ ਭਾਰਤ-ਪਾਕਿ ਵੰਡ ਦੇ ਬਿਰਤਾਂਤ ਦੇ ਨਾਲ ਸਮਾਪਤ ਹੁੰਦਾ ਹੈ। ਉਂਝ ਤਾਂ ਸਾਰੀਆਂ ਗੈਲਰੀਆਂ ਵਿਚ ਹੀ ਕਲਾਕ੍ਰਿਤਾਂ ਤੇ ਆਧੁਨਿਕ ਤਕਨੀਕਾਂ ਰਾਹੀਂ ਪਹਿਲੀ ਪਾਤਿਸ਼ਾਹੀ ਸ੍ਰੀ ਗੁਰੂ ਨਾਨਕ ਦੇਵ ਜੀ ਵਲੋਂ ਸਿੱਖੀ ਦਾ ਬੂਟਾ ਲਗਾਉਣ ਤੋਂ ਲੈ ਕੇ ਸ੍ਰੀ ਗੁਰੂ ਗੋਬਿੰਦ ਸਿੰਘ ਜੀ ਵਲੋਂ ਖ਼ਾਲਸੇ ਦੀ ਸਾਜਨਾ ਕਰਕੇ ਇਸ ਬੂਟੇ ਨੂੰ ਸੰਪੂਰਨਤਾ ਬਖ਼ਸ਼ਣ ਤੱਕ ਦੇ ਅਦੁੱਤੀ ਇਤਿਹਾਸ ਨੂੰ ਅਦਭੁੱਤ, ਕਲਾਤਮਿਕ ਅਤੇ ਸਜੀਵ ਤਰੀਕੇ ਨਾਲ ਰੂਪਮਾਨ ਕੀਤਾ ਗਿਆ ਹੈ, ਪਰ ਇਮਾਰਤ ਤੋਂ ਬਾਹਰ ਕੜਾਕੇ ਦੀ ਧੁੱਪ ਵਿਚ ਸ੍ਰੀ ਗੁਰੂ ਅਰਜਨ ਦੇਵ ਜੀ ਦੀ ਤੱਤੀ ਤਵੀ 'ਤੇ ਬੈਠ ਕੇ ਸ਼ਹਾਦਤ ਵਾਲੀ ਘਟਨਾ ਨੂੰ ਬੜੇ ਹੀ ਅਲੋਕਾਰੀ ਤਰੀਕੇ ਨਾਲ ਰੂਪਮਾਨ ਕੀਤਾ ਗਿਆ ਹੈ। ਏਅਰ ਕੰਡੀਸ਼ਨਡ ਗੈਲਰੀਆਂ ਵਿਚੋਂ ਬਾਹਰ ਨਿਕਲ ਕੇ ਜਦੋਂ ਕੋਈ ਵਿਅਕਤੀ ਤੱਤੀ ਤਵੀ ਨੂੰ ਦੇਖਦਾ ਹੈ ਤਾਂ ਬਦਲੇ ਤਾਪਮਾਨ ਵਿਚ ਉਸ ਦਾ ਸਰੀਰ ਮਹਿਸੂਸ ਕਰਦਾ ਹੈ, ਜਿਵੇਂ ਕੋਲ ਬਲ ਰਹੀ ਤਵੀ ਦੀ ਤਪਸ਼ ਉਸ ਨੂੰ ਵੀ ਲੂਹ ਰਹੀ ਹੋਵੇ। 'ਵਿਰਾਸਤ-ਏ-ਖ਼ਾਲਸਾ ਕੇਂਦਰ' ਵਿਚ ਦੇਖਣ ਵਾਲਿਆਂ ਲਈ ਕੋਈ ਮਨੁੱਖੀ ਗਾਈਡ ਨਹੀਂ , ਆਡੀਓ ਗਾਈਡ ਨਾਂਅ ਦਾ ਇਕ ਯੰਤਰ ਕੰਨ ਨਾਲ ਲਗਾ ਕੇ ਤੁਹਾਡੀ ਚੁਣੀ ਹੋਈ ਭਾਸ਼ਾ ਵਿਚ ਜਾਣਕਾਰੀ ਦੇਵੇਗਾ। ਇਸ ਵਿਰਾਸਤੀ ਕੇਂਦਰ ਵਿਚ ਖ਼ਾਲਸਾ ਪੰਥ ਇਤਿਹਾਸ ਦੇ ਨਾਲ-ਨਾਲ ਪੰਜਾਬ ਦੇ ਸੱਭਿਆਚਾਰ ਨੂੰ ਵੀ ਦਿਖਾਇਆ ਗਿਆ ਹੈ। ਵਿਰਾਸਤੀ ਕੇਂਦਰ ਦੇ ਦੂਜੇ ਹਿੱਸੇ ਵਿਚ ਪੈਦਲ ਚੱਲਣ ਵਾਲੇ 165 ਮੀਟਰ ਲੰਬੇ ਪੁਲ ਰਾਹੀਂ ਪਹੁੰਚਿਆ ਜਾ ਸਕੇਗਾ ਤੇ ਇਸ ਭਾਗ ਵਿਚ ਦੋ ਮੰਜ਼ਿਲਾ ਰੈਫ਼ਰੈਂਸ ਲਾਇਬਰੇਰੀ ਹੋਵੇਗੀ। ਇਸ ਵਿਚ ਖੋਜ ਪੁਸਤਕਾਂ, ਹੱਥ ਲਿਖਤ ਖਰੜੇ ਤੇ ਹਵਾਲਾ ਸਮੱਗਰੀ, ਫ਼ਿਲਮਾਂ, ਵੀਡੀਓ ਰਿਕਾਰਡ ਅਤੇ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜੀ ਦੇ ਸ਼ਬਦਾਂ ਦੀ ਰਾਗਾਂ ਵਿਚ ਰੀਕਾਰਡਿੰਗ ਕਰਕੇ ਰੱਖੀ ਜਾਵੇਗੀ। ਅਸਥਾਈ ਨੁਮਾਇਸ਼ਾਂ ਲਈ ਖ਼ਾਸ ਗੈਲਰੀ ਅਤੇ 400 ਸੀਟਾਂ ਵਾਲਾ ਆਡੀਟੋਰੀਅਮ ਹੈ। ਵਿਰਾਸਤ ਕੇਂਦਰ ਨੂੰ ਸੁੰਦਰਤਾ ਤੇ ਸ਼ੀਤਲਤਾ ਪ੍ਰਦਾਨ ਕਰਦਾ ਹੈ 7 ਏਕੜ ਵਿਚ ਫ਼ੈਲਿਆ ਔਸਤ 2.5 ਫ਼ੁੱਟ ਡੂੰਘਾਈ ਵਾਲਾ ਤਲਾਬ ਅਤੇ ਸੁੰਦਰ ਨੀਲੇ ਪਾਣੀ ਦਾ ਵਹਿੰਦਾ ਝਰਨਾ ਜਿਸ ਨੂੰ 'ਵਾਟਰ ਬਾਡੀ' ਕਿਹਾ ਜਾਂਦਾ ਹੈ।

Woman cannot be made to wait for maintenance and starve: Court

For grant of interim maintenance,
a woman cannot be made to wait for the outcome of a trial to
prove her allegations against her husband and starve till
then, a Delhi court has said.
"A lady cannot be forced to starvation by declining an
interim relief on the basis of pleas which require evidence
for adjudication," Metropolitan Magistrate (Mahila Court)
Sunena Sharma said.
"It is to be observed that at this interim stage only a
prima facie view based on the pleadings and other materials on
record is to be taken into consideration as the allegations
and counter allegations shall be proved by the parties at
subsequent stage of trial," she added.
The court made the remarks, while directing East Delhi
resident Vijay, a motor mechanic, to pay Rs 2,500 to his
estranged wife Gudya and Rs 1,500 to their child as monthly
maintenance to take care of themselves.
Gudya told the court she had been living away from her
husband since 2009 and he never bothered to take either her
care or their child.
She alleged that she was forced to leave her matrimonial
house due to physical and mental harassment by Vijay and his
family members, who made a persistent demand of dowry and used
to beat her up and make her starve for days.
The court found that Gudya had lodged a complaint against
Vijay with the Crime Against Women Cell of Delhi Police but no
case had been registered.

Wife can't be simply evicted from home after divorce: SC

Hindu woman cannot be evicted
out of the matrimonial home after divorce except through
procedure established by law, as there is no provision for her
automatic eviction, the Supreme Court has ruled.
A bench of justices G S Singhvi and S D Mukhopadhyay, in
a judgement, said that though a woman may not have a legal
right to continue in the house of the ex-husband, yet the
latter cannot forcibly evict her.
The apex court gave the ruling while upholding an appeal
filed by Ranjit Kaur challenging the decisions of the Punjab
and Haryana High Court which had upheld her eviction from the
house of a disputed property upon a decree of divorce granted
to the husband Major Harmohinder Singh, an Army officer.
"Learned counsel is right in his submission that even
though in the decree of divorce, the appellant has not been
given a right of residence and her occupation of the suit
property can be treated as unauthorised, respondent No 1
(Singh) cannot evict her except after following the procedure
established by law.
"The material placed on record shows that the appellant
had entered into the property as the wife of respondent No. 1.
Therefore, even though, after passing of the decree of the
divorce she may not have a legal right to continue to remain
in possession of the suit property, respondent No. 1 cannot be
given liberty to forcibly evict her," the bench said
The apex court, however, rejected the plea of the woman
that Singh should be restrained from alienating the suit
property (house).
The couple were staying at the disputed property in SAS
Nagar, Mohali. They were married in 1978.
A decree of divorce was granted on October 4, 2001, in
favour of the husband who had filed a petition under Section
13 of the Hindu Marriage Act, 1955, for dissolution of
marriage on the ground of cruelty.
The high court while confirming the divorce held that
once the decree was passed, matrimonial relationship between
the parties ceased and, therefore, the wife could not continue
to occupy the house owned by husband as a matter of right.

CHANGES IN TATKAL SCHEME WITH EFFECT FROM 21 ST NOVEMBER, 2011

Indian Railways have reviewed and modified the Tatkal Scheme for Reservation to stop the misuse of the Scheme as well as for the benefit of its Rail Passengers. The changes in the Tatkal Scheme as mentioned below will be effective from 21.11.2011 :



· The Advance Reservation Period (ARP) of Tatkal Scheme has been reduced from two days at present to one day excluding the day of journey from the train originating station.

· No refund will be granted on cancellation of confirmed Tatkal tickets subject to the exception such as cancellation of trains, late running of trains for more than 3 hrs. etc.

· No duplicate Tatkal tickets will be issued except in exceptional cases on payment of full fare including Tatkal charges.

· Tatkal tickets will be issued only on production of one of the eight prescribed proofs of identity i.e.

a) Voter Photo Identity Card issued by Election Commission of India

b) Passport

c) PAN Card issued by Income Tax Department

d) Driving Licence issued by RTO

e) Photo Identity Card issued by Central/State Government

f) Student Identity Card with photograph issued by recognized School/College for their students.

g) Nationalized Bank Passbook with photograph and

h) Credit Cards issued by Banks with laminated photograph

· If the passenger whose Identity Card number is indicated on the ticket is not travelling all other passengers booked on that ticket, if found travelling in train, will be treated as travelling without ticket and charged accordingly.

· For internet booking of Tatkal tickets, the passengers will have to enter the identity proof type and number, which is to be used for travel. These details should be printed on the Electronic Reservation Slip(ERS)/indicated on the Mobile Reservation Message(MRM)/Virtual Reservation Message(VRM) as well as in the reservation chart.

· Agents/RTSA’s are restricted from the booking Tatkal tickets at the counters between 08.00 hours and 10.00 hours. The agents both web service agents and web agents are also restricted from booking Tatkal tickets on the internet between 08.00 hours and 10.00 hours.

· The web services agents of IRCTC will be permitted to book only one Tatkal ticket per train per day on the Internet.

· It will be possible to book a maximum of only four passengers per PNR for Tatkal tickets.

गर्मी के कारण बिजली संकट जारी

रविवार सुबह से •ाले ही माहौल में ठंड का असर देखा जा रहा है लेकिन मौमस वि•ााग का कहना है कि अ•ाी ठंड के आने की प्रतीक्षा करनी होगी। इसके कारण जिलेके वि•िान्न इलाकों में लोडशेडिंग का असर •ाी देखा जा रहा है।
सूत्रों का कहना है कि अक्तूबर से राज्य में मौसम में बदलाव शुरू हो जाता है। इससे बिजली की खपत कम होने लगती है। लेकिन इस साल शुरू के कुछ दिनों को छोड़ कर मौसम के रुख में ज्यादा परिवर्तन नहीं हुआ। इससे लोगों के घरों में अ•ाी •ाी पंखे चल रहे हैं। इसी तरह दफ्तरों में एसी और पंखों केकारण बिजली की खपत में कमी नहीं हुई है।
राज्य के तटवर्ती इलाकों में मानसून की हवाओं का असर देखा जा रहा है। निम्न दबाव बनने की सं•ाावना •ाी प्रकट की जा रही है। जिससे मौसम वि•ााग का कहना है कि इस साल कड़ाके की ठंड पड़ेगी। मौसमी हवाओं के रुख बदलने केकारण ही ठंड के आगमन में देरी हो रही है। अक्तूबर के दूसरे हफ्ते में बारिश ने राज्य के विदाई ली थी। लेकिन एक महीने बाद •ाी लोग गर्मी से परेशान है। इसके कारण कई तरह की बीमरियां •ाी फैल रही हैं। डाक्टरों ने लोगों को सलाह दी है कि •ोजन पर नियंत्रण करें और बाहर का खाना कम से कम खाएं।
खतरे के बावजूद नहीं अपनाते सुरक्षित तरीके
हावड़ा , 20 नवंबर (जनस त्ता)। राज्य के ज्यादातर घरों में दो वक्त गैस पर खाना पकाया जाता है लेकिन सुरक्षा नियमों की परवाह शायद ही कोई करता है। इसलिए हादसे •ाी होते रहते हैं। एक ताजासमीक्षा में पता चला है कि मुश्किल से 10 फीसद ग्राहक ही सुरक्षा की परवाह करते हैं।
मालूम हो कि ज्यादातर लोगों को इस बात का पता ही नहीं है कि रसोई में किसी तरह का हादसा नहीं हो, इसके लिए क्या किया जाना चाहिए। 1988 में केंद्रीय पेट्रोलियम मंत्रालय की ओर से एक कानून पारित किया गया था। इसके मुताबिक दो साल में कम से कम एक बार गैस डीलर ग्राहकों के घर कर्मचारी •ोज कर यह तय करें कि कहीं कोई समस्या तो नहीं है। किसी तरह की जरुरत होने पर ग्राहक को बताया जाए कि उसे क्या करना है। लेकिन आवश्यक निरीक्षण क•ाी •ाी ठीक से नहीं किया गया। जबकि कई जगह इसके लिए ग्राहकों से दो साल में एक बार 70 रुपए वसूले •ाी जा रहे हैं।
हालांकि कुछ डीलरों ने हाल की सख्ती के बाद ग्राहकों के घरों के रसोई घर की जांच शुरू कर दी है। ऐसे ही एक डीलर का कहना है कि उ त्तर चौबीस परगना जिले में दो जगह कुल मिलाकर 4700 घरों की जांच की गई। लेकिन इस दौरान 90 फीसद ग्राहकों के घरों में देखा गया कि वे लोग सुरक्षा नियम की अनदेखी कर रहे थे। इस दौरान पाया गया कि कई जगह ओवन और सिलेंडरके बीच सुरक्षा पाइप ही नहीं है। इसके •ाीतर ताल की जाली होती है जिससे प्रयास के बाद •ाी पाइप काटा नहीं जा सकता। इसके बजाए ग्राहक बाजार से सस्ता पाइप लगाते हैं, इससे क•ाी •ाी हादसा हो सकता है। सफेद और हरे पाइप लगाने वाली एक ग्राहक ने बताया •ाी कि पाइप बीच-बीच में गल जाता है। गैस लीक करता है कि नहीं, नया सिलेंडर आते ही उसे ओवन के साथ लगाकर देखना चाहिए। समीक्षा से पता चला है कि 90 फीसद ग्राहक ही यह काम नहीं करते। एक ग्राहक के मुताबिक क•ाी परेशानी नहीं हुई, इसलिए ऐसा करनेकी जरुरत ही महसूस नहीं हुई। इतना ही नहीं समीक्षा के दौरान पता चला कि 70 फीसद ग्राहक ही सोनेसे पहले रेगुलेटर बंद नहीं करते। ग्राहकों का कहना है कि बार-बार बंद करने के कारण रेगुलेटर खराब हो सकता है।
हालांकि कई ग्राहकों का कहना है कि ताजा समीक्षा के दौरान कुछ लोग दो मिनट के लिए गैस उलट-पलट कर देखने के बाद चले जाते हैं। इसके कैसे पता चलेगा कि क्या गलती है। जबकि नियमानुसार जांच करने पर एक घर में कम से कम आधा घंटा तो लग ही जाता है। हालांकि एक डीलर का कहना है कि कहने के बाद •ाी 80 फीसद ग्राहक जांच के लिए तैयार नहीं है। कई ग्राहकों का कहना है कि किसी तरह की समस्या होने पर उसका समाधान करवा लेते हैं, तब ऐसे में 70 रुपए देने का क्या औचित्य है?

हावड़ा में प्रतिदिन तीन जगह अग्निकांड की घटनाएं

कोलकाता, 20 नवंबर। एक महीने में लग•ाग 90 से लेकर एक सौ आग लगने की घटनाएं हावड़ा जिले में घटती हैं। इसके मुताबिक प्रतिदिन कम से कम तीन जगह आग लगती है। लेकिन ज्यादातर मामलों में आग बु­ााने के लिए जब तक दमकल की गाड़ियां पहुंचती हैं तो सारा कुछ जलकर खाक हो चुका होता है। इससे जिले के लोगों की दमकल वि•ााग के प्रति नाराजगी बढ़ती जा रही है। हालांकि दमकल वि•ााग की अपनी समस्याएं हैं। आधुनिक उपकरण व दूसरे इंतजाम तो अलग बात है । एक तो उनके पास पर्याप्त संख्या में आग बु­ााने के लिए गाड़ियां ही नहीं है। दूसरे कर्मचारी •ाी इतने नहीं है कि आसानी से अपना काम किया जा सके। महज नौ गाड़ियों के साथ आग बु­ााने का काम किया जाता है जबकि 12 गाड़ियों को रहना चाहिए। इतना ही नहीं कर्मचारी •ाी 150 ही हैं जबकि 369 की जरुरत है।
मालूम हो कि हावड़ा जिले में बाली, लिलुया, शिवपुर, हावड़ा और उलबेड़िया समेत कुल मिलाकर पांच दमकल केंद्र हैं। हावड़ा में सबसे ज्यादा चार गाड़ियां है, इसके बाद उलबेड़िया में दो गाड़ियां हैं। इसके अलावा स•ाी जगह एक-एक गाड़ियां हैं। जबकि हावड़ा में चार और दूसरी जगह दो-दो गाड़ियां होनी चाहिए। यही हाल कर्मचारियों का है। हावड़ा कंट्रोल रुम समेत कुल मिलाकर डेढ़ सौ कर्मचारी वि•ााग में काम करते हैं। हालांकि चार साल पहले राज्य सरकार की ओर से फैसला किया गया था कि हावड़ा जिले में दमकल व्यवस्था में व्यापक सुधार किया जाएगा। इसके मुताबिक गाड़ियों की संख्या बढ़ाने से लेकर आधुनिक गाड़ियां लाने, ज्यादा संख्या में कर्मचारियों की तैनाती करने की बात की गईथी। लेकिन चार बाद पहले की तुलना में आबादी , वाहन और मकानों की संख्या में जहां बेतहाशा वृद्धि हुई है वहीं वि•ााग की हालत जस की तस है। बाली में 60 के बजाए 27, लिलुआ में 59 की जगह 27, शिवपुर में 60 की जगह 28, हावड़ा में 115 की जगह 44, कंट्रोल रुम में 15 की जगह छह और उलबेड़िया में 60 की जगह 18 कर्मचारी मौजूद हैं।
गौरतलब है कि जीटी रोड पर बाली केदारनाथ अस्पताल के सामने बाली फायर सर्विस स्टेशन मौजूद है। लोक निर्माण वि•ााग (पीडब्लूडी) ने परियोजना के मुताबिक 2008 में बाली में एक नए दमकल केंद्र के निर्माण के लिए काम शुरू किया था। इसके लिए 54 लाख रुपए की रकम खर्च की जानी थी। इसके तहत अंग्रेजों के जमाने का •ावन ढहा कर नया चार मंजिला •ावन बनाना था। तय किया गया कि जब तक नया •ावन नहीं तैयार होगा नजदीक एक किराए के मकान में अस्थायी तौर पर कामकाम चलाया जाएगा। यहां का निर्माण कार्य बीतेसाल पुरा किया जाना था। लेकिन कंक्रीट का ढांचा बनने के काम काम बंद हो गया। सूत्रों का कहना है कि राज्य दमकल वि•ााग ने प्रथम चरण के लिए पीडब्लूडी को 26 लाख रुपए दिए थे। यह रकम समाप्त हो गई, दूसरे चरण के लिए रुपए नहीं मिलने पर वि•ााग ने काम बंद कर दिया। इसलिए अब रुपए मिलनेके बाद ही कुछ हो सकता है। जब तक परियोजना के लिए रकम नहीं मिलेगी, यह काम यहीं तक रहेगा।
•ाारत-चीन युद्ध के दौरान जीटी रोड पर एक मकान किराए पर लेकर लिलुआ में दमकलकेंद्र बनाया गया था। यहां काम करने वालों का कहना है कि जगह की इतनी समस्या है कि गाड़ी घुमाने के लिए नाकों चने चबाने पड़ते हैं। इसलिए रास्ते पर ही गाड़ी खड़ी की जाती है। यहां क•ाी •ाी हादसा हो सकता है। सालों पहले यहां से केंद्र हटाने का फैसला किया गया था। आसपास के बंद कारखाने में जगह •ाी देखी गई थी। लेकिन इसके बाद क्या हुआ किसी को पता नहीं।
सूत्रों का कहना है कि मुख्यमंत्री ममता बनर्जी के नेतृत्व में तृणमूल कांग्रेस-कांग्रेस की नई सरकार के गठन के बाद तीन-चार महीने पहले राईटर्स बिल्डिंग में दमकल वि•ााग के संयुक्तसचिव, स•ाी डिवीजन के अधिकारियों और पीडब्लूडी के अधिकारियों की एक बैठक हुई थी। उस दौरान यह बात उ•ार कर सामने आई कि राज्य में कुल मिलाकर 109 दमकल केंद्र हैं, इनमें कई किराए के मकान में चल रहे हैं। देखरेख और मरम्मत का काम पीडब्लूडी नहीं करता है। जबकि राज्य सरकार की जमीन पर जो केंद्र हैं वहां की जिम्मेवारी पीडब्लूडी की है। इसके बाद हावड़ा में दमकल वि•ााग ने हालत की समीक्षा की और हावड़ा और शिवपुर केंद्र में मरम्मत का काम किया गया। मध्य हावड़ा में मार्टिन ब्रीज के नजदीक दमकल केंद्र मौजूद है जो जिले का कंट्रोल रुम •ाी है। यहां पुराना मकान ढहा कर उसके जगह चार मंजिला •ावन बनाए जाने की परियोजना अ•ाी तक अधर में लटकी हुई है। हालांकि यहां से कर्मचारियों के कमरे हटाने और कंट्रोल रुम को वातानुकूल करने का काम किया जाएगा। इसके साथ ही धूलागढ़ में जालान कांप्लेक्स में एक दमकल कें द्र स्थापित करने का काम शुरु हुआ है। इसके निर्माण के बाद सांकराईल, डोमजूड़, धुलागढ़ समेत कांप्लेक्स में आए दिन आग लगने की समस्या का समाधान हो सकेगा। राज्य दमकल वि•ााग के उप निदेशक (पश्चिमांचल) वि•ााष गुहा का कहना है कि बाली में दोबारा काम शुरू करने की परियोजना बनाई गई है। इस बारे में पीडब्लूडी के अधिकारियों के साथ बातचीत हुई है। यह काम जल्द ही शुरू होगा। लेकिन लिलुआ के बारे में अ•ाी कुछ कहा नहीं जा सकता है। उनका कहना है कि महीने में 90-100 जगह आग लगने की घटनाएं होती हैं,लेकिन जिला उपेक्षा का शिकार है। इस बारे में उच्चाधिकारियों को बतायागया है। उम्मीद की जा रही है कि आगामी कुछ महीनों में इस बारे में सुखद समाचार सुनने को मिल सकता है।
